Water Meter Reporting – Owners in Filings 3, 4, 5, 6
Please remember to report your water meter reading which is due prior to December 31, 2024. These numbers are very important for retaining water rights in the Cuerno Verde Subdivision.
You have these 3 options for filingyour water meter report:
- You may send a photo OR you may email your current water meter reading to cuernoverde@warrenmgmt.com
- You have the option of calling in your current meter reading to Warren Management at 719-653-3017. Be sure to state your name, address and phone number, along with the meter reading.
- You may send in your water meter reading by mail (please allow 2 weeks for delivery): Ashlee Sacdalan, CVOA

2025 Annual Dues
Warren Management Group is in the process of sending invoices for CVOA annual dues of $125 per lot. Please submit paymenton or before January 31, 2025. If you don’t receive an invoice, please advise Warren Management at cuernoverde@warrenmgmt.com. Thank you.
New Board Member as of January 1, 2025
Linda Griffin submitted her resignation as Board Member on November 5th . She is resigning as of December 31, 2024, for personal reasons.
Robert “Chuck” Frazier, who ran for the Board in August of 2024, accepted the Board’s request to fill the Board position of Secretary from January 1, 2025 until the next Board election in 2025. We welcome his acceptance of this position and appreciate his willingness to serve the owners in Cuerno Verde. Here is Chuck’s bio from the August Newsletter:
Robert Frazier
My name is Robert Frazier and I go by “Chuck”, thanks to my older sister. I was born and raised
in Taiwan, returning to the States to finish High School and shortly thereafter start a productive
37-year career with ExxonMobil, most spent in the state of Texas. In 2016, after “retiring”, I
graduated from culinary school in St. Helena California as a certified chef. I’ve since settled in
Colorado, a personal goal since the early 1980’s after vacation in the San Juan Mountains (an
annual event). My reasons for joining the CVOA board are simple: I intend to make Westcliffe
my “last move” home and I value all aspects of becoming part of a community including
business participation, community activities and being a productive part of my immediate
community. I am fortunate, because of my career, to have much to offer in terms of
educational and professional experience leading and working on teams in the areas of Real
Estate and Facilities Management. I appreciate the opportunity to serve.
Education:
BA Business Administration, University of North Texas, 1994
Masters Certification in Project Management, George Washington University, 2008
Grounds Maintenance Committee
The Board is seeking individuals to serve as Committee Chair and/or committee members on a Grounds Maintenance Committee. Jobs include weed eating, weed removal, some mowing, checking flower beds, etc.

Please be reminded of the Pet and Animal Control Covenant and Policy stated below. Also please educate your guests with pets, so they may adhere to these rules. Please keep in mind – Dogs are not allowed to run on the property of other owners. Thanks much!!
Covenant 11. ANIMALS, PET CONTROL: Domestic animals may be kept, but shall not be left unattended. Pets shall not be permitted to run at large outside the confines of each owner‘s lot, neither elsewhere in the development nor on adjacent lands. Furthermore, animals must be kept within the “positive control” of their owner at all times. Positive control shall mean that the pet, when on the property of the owner, must be within the sight and earshot of an adult person on the property who is capable of summoning and controlling the pet, and when off the property (within the development or on adjacent lands) must be tethered with a leash no longer within ten (10) feet, one end of which shall be held by a person capable of controlling the pet. No tethered pet shall be left unattended off of the owner’s property.
Animals, Pet Control Policy
AKC approved leashes such as a standard 10 foot leash, a retractable leash and other certified positive control devices (such as electronic collars) are approved for compliance with the leash requirement as stated in CVOA Covenant 11.
